When I was a school naval cadet we were taught by a CPO that a boat was always something you could haul out of water and a ship you couldn't.
Probably not very accurate but simple enough for cadets to learn - in the CPO's estimation.
Submarines were always called boats, whatever the navy (ever heard of a U ship) - to mangle the German language even more.
