Section 44:

The master or officer in command of a vessel on a voyage is justified in using as much force as he believes, on reasonable grounds, is necessary for the purpose of maintaing good order and discipline on the vessel.

I'm sure other countries have similiar laws. During the various voyages in The Canon, there is little doubt as to who was in command, but I don't believe very much is said about the use of force.
