I think that the hypothesis that Ted Walker's return from China and appointment to Ganges was a reaction to some crisis is borne out by the fact that in PP the Swallows clearly have no idea that their summer holiday in the north is going to be cut short.

If Commander Walker's ship was approaching the end of her commission a) the Swallows would have known about it and b) she would never have been sent from Malta (WH) in January to China (WD) before August/September.
