Not pedantic at all, Alan, because you are right. And 'publish and be damned' does not mean what many think it means. It does not mean approval, ie 'go right ahead!', but signifies strong disapproval, ie 'if you do go ahead, you'll suffer'. According to Wikipedia:
The exclamation "Publish and be damned!" is attributed to Wellington, as what he said after the courtesan Harriette Wilson threatened to publish her memoirs and his letters if he did not supply her financial demands.
Well well! I think that says it all.
