I don't understand why Jon considers those actions by Capn Flint to be those of a 'toff'. His behaviour towards the Swallows indicates irascibility, certainly, and maybe hot-headedness, but what has that to do with social class? What it does is tell you what sort of nature CF has - quick to condemn but quick to forgive, and don't forget that he had already been tried sorely by his nieces when the story began.

I personally think that AR was not writing about class, and such an idea would have horrified him. I agree with Mike - AR wrote about the world he knew, and that's that.
