This would be practically impossible - the fellside terrain is a mass of crags, gullies, ridges and miniature valleys. It would be extremely difficult and a huge logistical task to block off any areas thought to be dangerous. In addition, the barriers you would have to use might be more dangerous than the terrain - wire fences in which legs can be caught etc. There is also a legal issue - the land would almost certainly be common land, but let's not visit that one.

One final point - it is virtually impossible to stop a Herdwick sheep from going somewhere if it wants to go there . . .
