Project Gutenberg relies on volunteers to retype or scan and OCR the documents it publishes. Perhaps no-one with 1) the interest and 2) access to the document has turned up. Or perhaps it's in the process of being proofed. There's an excellent opportunity for the enthusiast here, in any event. Of course, given that there appear to be a number of other publications with the same title, it's possible that this one has been confused with one of the others still in copyright.
