This does raise quite wide questions. The differences in single flag morse code signalling are fairly minor - do you hold the flag stationary for a short or long period or give short or long flaps, but why is everybody so proficient at signalling anyway?

Commander Walker doesn't seem to be passionate about the subject - he doesn't react with more than mild amusement to Nancy's signal in WD.

Nancy and Peggy don't seem to have any friends until the Swallows arrive. What need had they for signalling before that?

Clearly AR himself was an enthusiast and skilled. But what in his very varied earlier life had led to this?

Or was it a commoner skill in the days before mobile phones? When I was young there were no mobile phones, I did a bit of Semaphore in the Cubs, but although my friends and I sailed incessantly I never got very interested in signalling, nor found any need for it.
