Here is the flag method given in the Girl Scout Handbook (1959). It's how I "saw" the Winter Holiday version, though of course I could have been looking through the GS lens:
"Hold the flag vertically, and face the person who is to receive the message.
Motions:
Right means dot. Swing flag down to right and back to position, making a figure eight.
Left means dash. Same motion on left.
Front means interval. One dip mens end of word; two dips, end of sentence; three dips, end of message."
