I have always assumed that "water in the bathroom" meant that was the nearest place to obtain water to fill the vase. In those days it could not always be assumed that there was water upstairs. In WH, Mrs Dixon takes hot water upstairs for the bowls in their bedrooms (I wonder if they chucked the water out of the window after use).
I suspect in those days, plumbers were at Beckfoot either to rewasher taps or to make a further addition to the water system. People were generally not treating taps, basins and baths as fashion items.

Finally did the Beckfoot plumbers learn morse by "tapping" in the bathroom?
