However one can buy non packaged meats in most markets here in Florida. The meat counter now becoming more like the old butcher shops.
At Whole Foods one can see the sides of beef etc hanging up and the outside is dry looking.
In the UK in the period of the books supermarkets did not exist. each town/village had butcher shops. usually with the name of the owner followed by family butcher over the door, though they never butchered any families that I am aware of.
Whilst I did not live in that time period the butchers shop was still the place we shopped for meat.
The meat being freshly cut was moist on purchase it was wrapped in greaseproof paper it never seemed dry.
I can only assume the meat you had in the Lakes had been around for a while, or left uncovered in a fridge which will dry out foods due to evaporation.
Incidentally as in PM the butchers would also deliver the fresh meat no doubt Cook would call in an order.
