Maybe I am missing something--not a sailor really & don't know the proper terms--but isn't AR's reference to "blue water" a term designed to tell the reader that PD had hoped to go properly out to sea, not just dink around in the Channel? I always assumed it meant in ocean waters. Water changes color depending on weather, depth, cleanliness, color of sand underneath....probably a number of other reasons, too. So I don't think he was referring to the actual color at all. Thus the Bay of Biscay, no matter what how brilliant a blue, is still a bay, not "blue water"--the ocean!
