Are you sure that the Crown owned the rights to chalcopyrite in the Coniston mines? The minerals could have been privately owned. Apparently they were c. 1920 - by the 'Coniston Electrolytic Copper Works Ltd'. Jock may have more up-to-date info than I have, but if I am right, then Capn Flint would have had to negotiate a licence from that company or its successor (not letting on that he had found anything). There would probably have been a royalty payable anyway. Useful site (although it says nowt about the ownership):
