I hope someone will correct me if I'm wrong, but in so far as I understand it, there is no current proposal. I believe everything in the article linked by Jock relates to an old proposal from 1967. Certainly the remit of Lancashire County Council, mentioned in the article, no longer extends anywhere near Coniston, since the boundary changes of 1974.
I assume the article is from a publication which reprints old news - in this case, 40.5 years old.
