in so far as I understand it, there is no current proposal... the article linked by Jock relates to an old proposal from 1967.
I believe that currently there is no 'live' proposal.
Peter H had been wondering lately if another attempt will be made, in view of the high copper prices recently.
Laurence and I have been commenting on the likelihood of such a hypothetical proposal receiving the appropriate permissions.
It is sometimes a good idea to read the earlier posts in a thread.
