When I was at grammar school (here in England), fifth form covered two years - there was lower fifth and upper fifth. Starting school at age 11 you went straight into the upper third (now called Year 7). Lower fourth = Y8, upper fourth = Y9, lower fifth = Y10, upper fifth = Y11. Then lower sixth and upper sixth for the two years of A-levels.
