I don't know Rose Cottage, but we visited Tarn Hows a couple of years ago (in Midwinter, so no crowds) and were only slightly impressed. To quote from the "Visit Cumbria" website:

"... yet it is not entirely typical of the local landscape, for the tarn is partly artificial, being three tarns joined together in the 19th Century, and most of the trees surrounding it are conifers."

I would strongly recommend Bank Ground Farm (as I may have mentioned once or twice before here - but I'm not on commission, honest!) You can always walk to Tarn Hows from there through the Monk Coniston estate (only about 4 miles, if that), which is a pretty nice walk, and gives you the full glory of a real AR landscape.
