I always read it to mean that Peggy was staying in the moment--the Arctic was the thing, and pirates were shelved while all that was going on. This is the one book where we see Peggy step into a Nancy-like leadership role in order to keep everything going as it should. I see this moment as a subtle preliminary to the rest of the plot: Peggy's ability to focus on what is necessary in this "game", usually Nancy's task, is crucial to the success of the Arctic expedition. Peggy's success is hinted at in that Dick & Dorothea easily accept her setting aside the summer pirate "game".
