Obviously I can't be sure in this case, but the traction engine rally you refer to is far more likely to have closed because of the escalating cost of insurance cover, than for H&S reasons.
The insurance costs, charged by people who know what the real risks are, were declining. It was the ever increasing compliance costs of H&S and ? archane EU legislation that killed the rally.
In my view H&S should be resticted to the workplace where it belongs.
