This sounds a lot like a traditional Vietnamese salad - just had one a couple of days ago in San Francisco. The "beef slices" were very thinly sliced and the gelatin was somewhere between almost cartilage and jelly, with just a little meat in evidence. It looked a lot like head cheese made by someone with no meat to add. But it was delicious, combined with lots of thin-sliced onion and sharp cabbage and appropriate spices.
