If it comes to that at my primary school in Berkshire in the late 80s we had a lunch break during which we ate lunch which we paid for with dinner money. We were supervised by dinner ladies and could chose between a packed lunch and a school dinner.
And it's never previously occurred to me that there was anything remotely odd about that.
