If Nancy is telling Dorothea that she can find cold water in the bathroom for the vase that
is to be put in the GA's room. She is stating the obvious.
Nancy does - often - state the obvious. She has told Dot to put roses in the GA's room, and says this on giving Dot vases while she is holding a bunch of roses. There is no way that Nancy would be introducing another duty at this specific point.
