I agree with Prue--Nancy is always a bit of a loose cannon, following up on every bit of excitement and fun she can find, especially if it involves a bit of war!
I actually don't think of her as ever being jealous enough to plan a sabotage. She agrees easily that John is Commodore in SA, is pleased to welcome good skaters & a scientist in WH, and commends Dot on her rabbit cookery, all without any actions based on jealousy. It seems out of character for her to suddenly be "evil". I think she's just bored with surveying and finds something a lot more fun, in her view.
