A quick visit to our local racing dinghy chandlers revealed that sister hooks are still in use today aboard high tech racing dinghies - they are now made of stainless steel, of course.

In the case of Scarab, I think we can assume that yes, they are traditional and they would have been what came to hand in the builder's shed.

A single hook also requires mousing, and cannot be moused with a rubber band like sister hooks can be.
