I agree with Jon. The significant feature is the expression 'saying howdy' not that anyone actually said 'howdy' instead of 'hello', or 'hiya' as they would say round here. The expression evokes, I think, images of travel weary journeyers ambling in to make their greetings still coverd with the dust of the prairies.
