Putting on my 'Methuselah' hat, I think that Jim and Judy Andrews devised the TARS burgee. The burgees were advertised for sale in a very early TARS publication (Despatches, Easter 1991), and it was stated that J and J were, as it were, the sole agents for these at that time, and you had to send up to their address. I personally consider that the TARS burgee is extremely well designed.
