I've arrived rather late to this discussion, but looking at "Blue Peter at the Crosstrees" in my SW (6th impression April 1942) it is so like the RCC burgee in Geraint's link that I feel sure that is what AR intended. The one in WD "On the Crosstrees" (15th impression Sept 1946, and therefore not so clear) is obviously intended to be the same.
