Another possibility: AR had been associated with the Collingwoods for so long as a family friend, that the daughters might have had difficulty perceiving him as a suitor as opposed to "friend Arthur" who sailed with them, etc. And perhaps they knew him rather better than one tended to know potential spouses at that time, for better or worse. I agree that proposing to the second daughter was probably unwise as it suggests he was more attached to the Collingwoods "generically" than to the individual daughter.
