Semaphore

I was just flicking through a Red Fox edition of WH and noticed the small picture at the end of the chapter 'Skating and the Alphabet'. It appears to be semaphore, but I can't make it out.

a) Has this been discussed before and am I likely to be hounded from the boards

b) What does it say if it is semaphore?

(p 76 in my 1946 Cape edition....)
