There is a company in Australia which still makes coats and other outer clothing using "oilskin". (Link below)
Their oilskin material is cotton impregnated with paraffin wax. It comes in different weights for different uses.
However, the term "oilskin" as used in AR's books is more likely to have been a generic term for "rain proof jacket", and may not have been actually made from true oilskin fabric. Maybe a variation on "Mackintosh" ??
