I have been pondering this 'experience' issue.

The Amazons live at Beckfoot, on the lake, and presumably spend all their non-school time in residence there.

The Swallows' home is in/near the harbour town of Falmouth. They live with their mother. Their father is often away with the Royal Navy.

Taking the Collingswoods and the Altounyans as an example, it is possible children would be allowed to go boating by themselves on the lake after mastering the basics.

How likely is it that the Swallows would have access to a small sailing dinghy? How likely is it that their mother would allow some or all to sail alone in the area of a busy seaside harbour?

I don't recall any mention from the Swallows of sailing in Falmouth without their father. Mary Walker won't let them go camping on the lake in the north for a few days without permission from their distant father. After their adventures on the lake, the Swallows are allowed to go for a sedate rive cruise, after Mary Walker has vetted Jim Brading quite extensively.

I think the Amazons would have more opportunity to sail, and thus gain experience, and the lake is their home waters.

The Swallows may not have the opportunity to actually sail except when their father is home on leave. They may read, and dream, about sailing, and perhaps watch boats from the shore, as they do first thing in WDMTGTS, but that doesn't make up for actual experience.

Mary Walker sailed in Sydney harbour. Her age when she did this, or if she was alone, is unstated. I've been to Sydney but I haven't been to Falmouth. Sydney is a long wide estuary, and I could see plenty of areas for sailing clear of the busy port activities. From google maps, Falmouth looks smaller, but similar. There would have to be a comparison of port activities, but perhaps Falmouth was 'too busy' for her to give her children the same sailing experience she had.
