Possibly because that's exactly what he does, SOME of the time - eg Nancy Blackett/Goblin, Cochy/Scarab, Mavis/Amazon and perhaps Swallow/Swallow. Likewise places, particularly on the East Coast, less so in the Lakes where some cut-and-paste as we now call it, goes on.
Certainly the Houseboat is a hybrid, but I've heard rumours that there is a Sea Bear out there, called Sea Bea.
Now, if only we could find the lost novels featuring Peter Duck, Selina King and the Lottie Blossoms
