A quick search brought up a Wikipedia article (so the usual caution has to be applied!) on Principles of War, and in a sub-section headed 'British principles of war' it states
Surpirse - Seize the initiative by attacking the enemy when, where and how he least expects it.
The source for this is given as Basil Liddell Hart who wrote various military works after WWI and worked for The Times.
