That's part of it. But equally important is that the BBC purchase material for inclusion in their programmes- in this case there are still pictures and some film clips- and using those is subject to specific charges and/or rather restrictive conditions. TV use in the UK is one thing, abroad is different and putting them on the internet is something quite different again.
Which is why Ed can't see them on the left side of the pond, but I can on the right.
