I think that Dick intends to send or take the photograph to the Natural History Museum, the RSPB or the Zoological Society. The photo is to persuade them to send an expert to take a look. They would not move just because a boy said he saw a Great Northern Diver appearing to be nesting, but the photo would persuade them to take a look.
Having taken a look, the Powers that Be would presumably go into full Loch Garten Osprey mode.
