While the ultimate point of the cartoon is to cut the book off at the end of the first paragraph, to do this by suggesting that if mother kept an eye on them there would be no adventures is I would suggest, a comment on a general feeling that children are over-protected. Otherwise there would be no humour.

I think, as in all questions concerning humour, it's in the mind of the reader. I think those 'Eye' cartoons are one-liners to do with the books, and to read into them a comment about (in this case) over-protection of children, is going far beyond their intent. I also think that it's funnier as a single minded one-liner. But that's just my interpretation.
