Well, Norfolk isn't actually a town, and I've always found the people delightfully friendly and always ready for a natter. Insofar as they are closed, I think the reason is very simple - Norfolk is not on the way to anywhere. You only get there if that's where you're going. No doubt that's given them a sense of isolation and the mind-set to go with it typical of "remote" communities.
