According to Wikipedia (so it might even be true) Daylight Saving time was first introduced in Germany during the first world war, others took it up and Britain was one of the few countries to keep it going through the thirties. So the answer is probably 'yes'.

I remember double summer time in the second war, and afterwards. It was an energy saving measure, but I remember as a child, the wonderful long, light evenings (you could read a book in the garden at eleven at night). I do wish they're bring it back- and keep summer time going through the winter too, so the evenings would be less dark and we'd be on the same time as our neighbours in Europe.
