Yes indeed. I owned books from that era that were printed on newsprint, and even whose dust-jackets were printed on the reverse of something altogether different, like an advertising flyer. They carried a note on the blurb page that they were printed in accordance with war-time economy regulations, or somesuch. Definitely not archival material....
