In my research into thousands of local manorial court records in Cumberland, "foreigner" is used throughout to refer to anyone from another village. "Foreign" cattle and sheep were a regular nuisance on the open commons.
There is a story of the Cumbrian villager grumbling about a fellow-villager as a "blasted foreigner". "But George" remonstrated a friend "'E were born in't village". "Aye" growled the complainer "but 'is feyther coom fra Yorksheer".
