Girls are often bigger than boys from about age 11 until the boys catch up around age 15-16. Peggy could be the same size as John AND wear the same shoe size as Dorothea. John would still be below his full height, and Dorothea would have, as did I from age 9 - age 15 or so, large feet for her age.
