I think the actual reference is only to her size rather than explicitly her age.

Be that as it may, my belief is that in SA, AR pictured Peggy as older than Susan, and possibly of similar age to John, but that in the later books he thought of her as younger than Susan. I think there's at least one passage in WH, for example, where Dot is considering the ages of her new friends, and thinks Peggy is not much older than herself.
