. . . or anywhere, for that matter. That's probably due to widespread acceptance of 35 mm and other "small-format" cameras, like 126 (Instamatic) that needed enlarging to be usable. Since the processing required an enlarger in addition to a basic tank and a couple of chemicals, sending it out became almost mandatory, so you might as well shoot colour.
And even then, B&W photography was still the preferred medium for photojournalists as processing and printing for reproduction was much faster and easier than the time-intensive and sensitive colour processes of the time. For that matter, I suspect that it's the advent of digital photography and digital printing that's brought colour into widespread use in journalism.
