I'd rather assumed that the "static" lighting in Beckfoot would come from the type of pressurized paraffin (kerosene) lamp that had a mantle and was as bright as gas lighting. These were, I think, generically "petrolgas" and are typified by the Tilley Lantern listed on Wikipedia. They would take a few minutes to light and to warm up so candles were handier for short term light. There is a chapter-end illustration of a candle lantern, as used in the tents, in one of the stories IIRC.
