Further research indicates that lighted buoys were coming in in the early 20th century being supplied by pressurised gas cylinders which contained enough fuel for a number of months use. I am not sure how they got the light to flash though. Some buoys close to land (as is the Beach End buoy) were supplied with electrical power by an underwater cable.
