Pure speculation. The ship was a Royal Navy fishery protection vessel which would normally patrol the North Atlantic. The reindeer horns were presumably presented to the captain as a memento of a port visit. If Ransome was vague about the extent of "Lapland" this port could have been Narvik. In real life Lapland has no sea-coast.
