It seems like you have two separate issues here, Johnny -- the rudder and the outboard. I had no trouble in mounting a rudder to (the pointy stern of) my canvas-covered kayak by using elongated U-shaped gudgeons made from heavy sheet copper that extended along the sides of the kayak for about 3" and were bolted athwartships through the sternpost
I don't know a great deal about outboards per se, but I understand that it is/was possible to get an outboard that mounted on a bracket clamped to the side of the canoe, rather than to the stern. Use of one might obviate the need for even one-eight of a transom.
