According to "Guardian of the Lakes" by Elizabeth Battrick, Peel Island (Wild Cat) was owned by the Dukes of Buccleuch and was given to the National Trust by the eighth Duke in 1933. Presumably whoever managed the estate for the Dukes in AR's time did not mind visitors or campers. Hope this answers questions.
