IIRC, in the UK mineral rights belong to the Crown, regardless of who the landowner is. So they'd still have to stake a claim and file for extraction rights to protect their discovery.

Access to other areas via public footpaths, etc. has been a time-honoured British custom even before the establishment of the Lake District National park; Ordnance Survey maps show the environs with elaborate detail. As the Dogs' Home was on a footpath, access was guaranteed even then. Probably the land belonged either to the Blackett/Turner family or to Jackie's family. The National Trust, which owns substantial parts of the Lake District NP (including, IIRC, Peel Island), has been around since 1894. Nowadays, they'd doubtless discourage your overnighting there, but 3/4 century ago things were doubtless different.
