I agree with you completely, except that he was also too slight and small. For me, Fraser was completely miscast and it bothered me a lot at the time. I think that Fraser was aware of the problem and his 'pompousness' was a misguided attempt to make the character larger and more 'adult'- a mistake, as the whole point about Captain Flint is that he imagined on the children's level.
